Adopts the National Crime Prevention and Privacy Compact Act of 1998, enabling Indiana to participate in the Interstate Identification Index (III) System for sharing criminal history records with other states and the federal government

Establishes a framework for exchanging criminal history records for noncriminal justice purposes, including employment suitability, licensing determinations, immigration matters, and national security clearances

Requires Indiana to maintain a criminal history record repository, participate in the national fingerprint file, and appoint a compact officer to administer the compact within the state

Creates a 15-member Compact Council with authority to establish rules and procedures governing the use of the III System for noncriminal justice purposes

Mandates that all requests for criminal history checks for noncriminal justice purposes must include fingerprints or other positive identification and be submitted through state criminal history record repositories
