Changes zoning ordinance requirements from mandatory ("shall") to permissive ("may") for legislative bodies acting to secure adequate light, air, access, safety from fire and flood, lessen traffic congestion, and promote public welfare

Authorizes zoning ordinances to use "form based codes" that express land use location and extent through text, diagrams, and images

Permits form based codes to differentiate between neighborhoods, districts, and corridors while allowing mixed land uses and housing types within each area

Allows form based codes to regulate relationships between buildings and outdoor public areas including streets, and convey community intentions regarding urban form and design
