HB 1445 Summary

• Requires the Indiana Utility Regulatory Commission to adopt emergency rules by August 1, 2011 amending net metering and interconnection rules to make net metering available to all customer classes.

• Allows net metering customers to interconnect generating systems sized to meet all or part of their electric load using solar, wind, microhydroelectric, hydroelectric, combustion, fuel cells, biogas, landfill methane, or combined heat and power technologies.

• Permits customer meter aggregation under the amended net metering rules.

• Excludes rural electric membership corporations and municipally owned utilities from the amended net metering requirements.

• Requires the IURC to include in annual reports to the regulatory flexibility committee information on net metering customers, safety and grid reliability incidents, and estimated subsidization impacts on non-participating customers.
