HB 1469 Summary

• Eliminates township boards statewide effective January 1, 2013, transferring all township legislative and fiscal powers to county fiscal bodies.

• Requires a public ballot question in November 2012 in each county asking voters whether to transfer township government duties (trustee, assessor, assistance) to the county; if approved, township government is abolished January 1, 2014.

• Establishes fire protection districts in unincorporated township areas where township government is abolished, each governed by a single fire trustee appointed by the county executive.

• Creates township assistance planning boards in each county and establishes county trustees to administer township assistance services in counties that approve elimination of township government.

• Implements governance reforms including nepotism restrictions on political subdivision employment and contracting, conflict-of-interest provisions for board members, and new county chief executive officer positions in select counties.
