Requires motorized bicycles operated on highways after December 31, 2011 to be titled and registered with the Bureau of Motor Vehicles, with registration fees equal to motorcycles and subject to annual license excise surtax and motor vehicle excise tax

Mandates operators of motorized bicycles on highways hold a valid driver's license with motorcycle endorsement, learner's permit, or temporary permit, with an exception for persons who have physician certification that they cannot operate standard motor vehicles due to medical reasons

Prohibits motorized bicycle operation on interstate highways and sidewalks, at speeds over 25 mph, and with passengers; requires operators and riders under 18 to wear protective headgear and eye protection

Requires dealers selling at least 12 motorized bicycles annually to register with the secretary of state, and mandates financial responsibility (insurance) coverage for motorized bicycle operation

Excludes assistive devices used for transportation of persons with disabilities from the motorized bicycle definition, and repeals the term "motor scooter" from Indiana Code
