Replaces the 180-day school year requirement with minimum instructional hours: 920 hours for grades 1-6 and 1,100 hours for grades 7-12, effective July 1, 2011

Requires school superintendents to certify the number of instructional hours (rather than days) to the state department by June 15 of each school year

Establishes tuition support reduction formulas for schools failing to meet minimum hours, with thresholds of 880-920 hours for grades 1-6 and 1,056-1,100 hours for grades 7-12

Allows the department to waive tuition support penalties when instructional hours are canceled due to extraordinary circumstances
