Repeals changes made to Indiana's unemployment insurance law by HEA 1379-2009 and SEA 23-2010, reverting to previous statutory provisions effective January 1, 2011 (retroactively).

Reduces extended benefit payments charged to non-governmental employers from the full federally-uncovered portion to 50% of extended benefits, while governmental entities remain responsible for full extended benefits.

Eliminates the temporary "high unemployment period" test and associated extended benefit provisions that were tied to the federal American Recovery and Reinvestment Act of 2009.

Restores contribution rate requirements to the previous 5.6% standard before January 1, 2011, and eliminates the 12% rate that was scheduled to take effect.

Makes technical corrections to wage definitions, employment classifications, deductible income rules, and unemployment benefit calculation procedures to remove 2009-2010 amendments.
