Allows property owners or occupants to claim a lien on neighboring abandoned structures within 300 feet if they perform repairs, cleanup, or maintenance on the property

Caps the lien amount at the lesser of the fair market value of work performed or $10,000

Requires the person claiming a lien to provide written notice to the abandoned property owner at least 10 days before beginning work, using the address from county tax records

Establishes that the lien takes priority over later-recorded liens and existing mortgages, and must be filed with the county recorder within 60 days of completing the work

Lien expires and becomes void if not enforced through court action within one year of recording; prevailing plaintiffs may recover reasonable attorney's fees
