Allows townships not located in Marion County or within a municipality to merge with a contiguous township in the same county if approved by referendum requiring 10% of voters to petition and majority approval at election

Transfers all property, records, equipment, personnel, contracts, and debt obligations when townships merge, with bonds and indebtedness remaining payable only through property taxes within the original boundaries of the transferring entity

Repeals existing minimum size and valuation requirements for newly created or altered townships, and prohibits boundary changes from taking effect during the year preceding a federal decennial census
