Expands Indiana's do-not-call protections to cover subscribers of interconnected VOIP service, mobile telecommunications service, and prepaid wireless calling service, not just traditional landline subscribers

Redefines "consumer" to include residential telephone subscribers who have a place of primary use in Indiana or are issued an Indiana telephone number or identification number

Requires the consumer protection division of the Indiana Attorney General's office to notify residents that VOIP, mobile, and prepaid wireless users can add their numbers to the no-call listing

Defines "place of primary use" as the street address where the subscriber primarily uses the telephone service, including registered locations for VOIP subscribers

Declared an emergency measure, taking effect immediately upon passage
