IN HB1540

Prohibits political subdivisions from regulating firearms, ammunition, and firearm accessories, including their ownership, possession, use, transportation, registration, transfer, storage, commerce, and taxation

Voids any local ordinance, measure, rule, or policy pertaining to firearms enacted before, on, or after June 30, 2011

Allows exceptions for law enforcement agencies regulating service weapons, employers regulating employees carrying firearms during official duties, and generally applicable zoning/business ordinances that don't effectively restrict lawful firearm sales

Permits any person adversely affected by a local firearm regulation to sue the political subdivision for declaratory relief, injunctive relief, and actual/consequential damages

Awards prevailing plaintiffs the greater of actual damages or liquidated damages of 3 times attorney's fees, plus court costs and reasonable attorney's fees
