HB 1561 Summary

• Requires individuals claiming unemployment benefits to submit at least one job application per week, including applications submitted online.

• Mandates community service work as a condition for receiving benefits after the fourth week: 10 hours for weeks 5-12, 20 hours for weeks 13-24, and 40 hours for week 25 and beyond.

• Defines "qualified entities" eligible to host community service as state government agencies, local government units, and nonprofit organizations exempt under Section 501(c)(3) of the Internal Revenue Code, but excludes for-profit organizations.

• Prohibits qualified entities from replacing existing employees with unemployed individuals performing community service.

• Effective July 1, 2011.
