Allows courts to impose judgments up to the full $500 maximum for any Class C infraction moving violation, regardless of when the defendant admits to the violation or their prior violation history

Maintains the $35 minimum judgment requirement for traffic violation infractions in Marion County, with funds transferred to a dedicated county fund
