Expands the definition of bullying to include digital and electronic communications and specifies conditions such as reasonable fear of harm, detrimental effects on physical or mental health, and interference with academic performance

Mandates that school corporation discipline rules include detailed investigation procedures with timetables for reporting to parents, administrators, and law enforcement, plus anonymous reporting options and discipline for staff who fail to investigate

Requires each school corporation to report bullying incidents annually to the department and include the number and nature of incidents in the school's annual performance report

Extends anti-bullying policy requirements to state educational institutions (Ball State, Indiana University, Indiana State, Purdue, and University of Southern Indiana) if they elect to govern student and faculty conduct by regulation
