• Codifies the Hazardous Materials Transportation Uniform Procedures Act to regulate motor vehicle transport of hazardous materials and waste in Indiana under 49 CFR standards.

• Requires motor carriers transporting hazardous materials to register with the Department of Transportation and obtain permits; carriers must designate a base state and comply with the Alliance for Uniform Hazmat Transportation Procedures (AUHMTP) requirements.

• Establishes registration credential validity of one year and permit validity of up to three years; requires carriers to maintain original credentials at principal place of business and copies in each vehicle used for hazardous materials transport.

• Imposes apportioned vehicle registration fees and administrative processing fees on motor carriers based on percentage of in-state transportation, hazardous materials activity, and number of power units operated.

• Authorizes the Department to inspect vehicles and facilities, suspend or revoke registrations for violations including false statements, unsatisfactory DOT ratings, or reckless disregard for public safety; effective July 1, 2011.
