Establishes an interim study committee on insurance to operate during the 2011 legislative interim to examine health care provider and insurer issues.

Committee shall study health plan access to providers, health care service prices and information, and health care provider office billing in connection with hospital charges.

Committee membership consists of 10 members including: 4 legislators (2 from senate, 2 from house, bipartisan), the insurance commissioner or designee, 2 physicians, 2 health insurance company representatives, and 2 hospital representatives.

Requires affirmative votes of a majority of appointed members for the committee to take action or issue final reports.

Becomes effective July 1, 2011 and expires December 31, 2011.
