Updates all references to the 2000 decennial census to the 2010 decennial census in the Indiana Code sections governing legislative district definitions and geographic information systems (GIS)

Establishes 100 house districts and 50 senate districts based on the 2010 census data, with detailed precinct-by-precinct specifications for each district across Indiana counties

Adds new severability provisions allowing redistricting plans to remain valid even if portions are found invalid by courts, and requires courts to give the General Assembly opportunity to correct invalidity before mandating remedial plans

Repeals old house and senate district definitions (IC 2-1-10 and IC 2-1-11) effective November 6, 2012, replacing them with new 2011 plans (IC 2-1-12 and IC 2-1-13)

Requires the legislative services agency to file precinct boundary information with the election division by July 1, 2011, allowing county executives to verify accuracy before boundaries become final for elections after January 1, 2012
