Proposes an amendment to Article 4, Section 5 of the Indiana Constitution to allow the General Assembly to establish a commission for drawing congressional and legislative districts

Permits the commission to draw districts according to population numbers from the federal decennial census and other criteria established by law

Requires the General Assembly to fix the number of Senators and Representatives, with districts drawn by the commission serving as the official election districts

Maintains the existing requirement that district territory must be contiguous

Requires approval by two consecutive General Assemblies and ratification by a majority of Indiana voters to become effective
