Makes application to Congress to call a constitutional convention under Article V for the limited purpose of proposing an amendment to the U.S. Constitution.

Proposes an amendment that would allow any federal law or regulation to be repealed by a vote of two-thirds of state legislatures.

Provides that the amendment text would permit states to repeal federal provisions when legislatures of two-thirds of states approve resolutions specifically describing the law or regulation to be repealed.

Automatically revokes and nullifies the resolution retroactively if used to call a convention for any purpose other than consideration of the proposed amendment.

Directs the Indiana House Clerk to send copies to the Speaker of the U.S. House, President of the U.S. Senate, and Indiana's congressional delegation.
