Officially recognizes and congratulates Richard Rice, President and CEO of Teachers Credit Union in South Bend (the largest credit union in Indiana), on his retirement.

Acknowledges Rice's 35 years of service at Teachers Credit Union, including his rise to Executive Vice President by 1980 and service as President since 1987.

Recognizes Rice's extensive involvement in credit union governance, including service on the Credit Union National Association's National Youth Involvement Board (1972), Indiana Credit Union League's Governmental Affairs Committee (since 1987), and CUNA's Governmental Affairs Committee (2003-2004).

Notes Rice's charitable and public service work on boards including Memorial Home Care, Studebaker National Museum, WNIT public broadcasting, and Project Future; appointment to Indiana Department of Financial Institutions board and chairmanship (2007); and service as 3rd District Representative to Indiana State Board of Education (1998-2002).

Directs the Principal Clerk of the House to transmit a copy of the resolution to Richard Rice.
