SB 5 - Synthetic Cannabinoids

• Defines "synthetic cannabinoid" as any substance containing 17 specified chemical compounds (JWH-015, JWH-018, JWH-019, JWH-073, JWH-081, JWH-122, JWH-200, JWH-250, JWH-251, JWH-398, HU-210, HU-211, HU-308, HU-331, CP 55,940, CP 47,497 and homologues, WIN 55212-2), effective July 1, 2011.

• Treats possession, dealing in, manufacturing, and delivery of synthetic cannabinoids equivalently to marijuana, hash oil, and hashish offenses under existing criminal law.

• Updates drug dealing offense definitions and professional licensing disciplinary provisions across multiple Indiana Code sections to include synthetic cannabinoids alongside traditional cannabis products.

• Applies synthetic cannabinoid regulations to asset forfeiture provisions, allowing seizure of vehicles and property used in synthetic cannabinoid offenses consistent with marijuana laws.

• Makes conforming amendments throughout criminal statutes and professional licensing chapters (emergency medical services, schools, cosmetology, pharmacy) to incorporate synthetic cannabinoid prohibitions.
