IN SB0021

Requires a 72-hour waiting period after bills or amendments are made publicly available before committee hearings or floor votes on appropriations of at least $1,000,000 or revenue measures raising at least $1,000,000 for the state general fund.

Applies to appropriation bills, appropriation amendments, revenue bills, and revenue amendments in either house, including conference committee recommendations.

Allows either house to waive the 72-hour waiting period by a two-thirds vote, but must add a statement to the bill digest stating "The (insert house) has waived the people's right for a detailed review of this bill."

The 72-hour period excludes Saturdays, Sundays, and holidays, unless the house or committee is in session on those days.

Actions taken in violation of the waiting period requirements are void; effective upon passage.
