Senate Bill No. 29 Summary

• Creates a new Class C felony for persons at least 21 years old who solicit children under 14 years old to engage in sexual acts and perform an overt act demonstrating intent to physically meet the child.

• Increases penalties when child solicitation is committed using a computer network: Class B felony for initial offense, Class A felony if the person has a prior conviction for the same offense via computer network.

• Maintains existing Class D felony offense for persons at least 18 years old soliciting children under 14 without the requirement of an overt act demonstrating intent to meet.

• Maintains existing Class D felony offense for persons at least 21 years old soliciting children ages 14-16, with enhanced penalties for computer network-based offenses.

• Effective July 1, 2011.
