Establishes "vote centers" as polling places where any voter in a county can cast a ballot regardless of their home precinct, replacing the expired pilot program that previously allowed this in designated counties

Requires counties seeking vote center designation to hold public hearings, develop detailed plans including vote center locations and security measures, and obtain unanimous approval from the county election board plus resolutions from the county executive and fiscal body

Mandates electronic poll lists at vote centers that require coordinated action by two election officers from different political parties to access, cannot connect to voting systems, and must allow real-time sharing of voter data across all county vote centers

Sets minimum vote center requirements of one center per 10,000 active voters for counties with at least 25,000 active voters, plus requires at least one vote center at satellite offices on the two Saturdays before election day

Takes effect retroactively to December 31, 2010, automatically redesignating existing pilot counties as permanent vote center counties
