Commission on State Tax and Financing Policy shall study how Indiana's income tax structure and credits/deductions influence seniors' decisions to remain in Indiana after retirement

Commission shall examine how local option income taxes under IC 6-3.5 affect political subdivisions' ability to provide services to major employers and their out-of-county commuting employees

Commission shall investigate whether counties and political subdivisions need additional financing options to serve facilities and commuting workers

Commission shall study how local option income taxes should be distributed within a county among local units of government

Commission must report findings and recommendations to the legislative council before November 1, 2011, with this section expiring January 1, 2012
