Senate Bill No. 52 Summary

• Amends IC 35-46-1-22 to expand exemptions from unauthorized adoption facilitation crimes to include child placing agencies and attorneys licensed in any state, not just Indiana.

• Changes criminal liability so that unlicensed persons cannot facilitate adoption services, while licensed agencies and attorneys in Indiana or other states are exempt from prosecution.

• Defines "adoption services" as including arranging placements, identifying children, matching parents, facilitating adoptions, taking consents, conducting studies, and postplacement monitoring when provided for compensation or value.

• Excludes legal services by licensed attorneys, government entity services, general adoption education, and postadoption support services from the definition of regulated adoption services.

• Takes effect upon passage and includes an emergency declaration.
