SB 70 Summary

• Establishes civil penalties of up to $100 for first violations and up to $500 for subsequent violations of public records law or open door law, imposed on officers, employees, or public agencies.

• Requires public agencies with email capacity to notify annual requesters (other than news media) of meetings either by email or by posting on the agency's website.

• Allows public agencies to withhold personal information regarding individuals under 19 years of age participating in state educational institution activities, including information about their parents or guardians.

• Requires courts to conduct in camera review of public records without redactions when complaints allege improper redaction, except for attorney work product.

• Creates an education fund administered by the public access counselor to train public officials and educate the public on public access rights and responsibilities, funded by civil penalties and appropriations.
