Senate Bill 99 Summary

• Prohibits state contractors and bidders with contracts or pending bids exceeding $100,000 annually, along with their affiliated persons (owners over 7.5%, executives, spouses, minor children, subsidiaries), from making political contributions to state officeholders or candidates.

• Requires contractors and bidders meeting the $100,000 threshold to register with the Department of Administration electronically, maintain accurate registrations, and provide registration certificates to affiliated persons.

• Establishes a searchable database on the Indiana transparency portal containing registrant information and affiliated persons that can be searched by registrant name, affiliated person, and state agency.

• Prohibits state employees in the executive branch with purchasing or procurement authority from soliciting political contributions unless they are themselves candidates for public office.

• Makes violations subject to civil penalties, allows bidders to be declared nonresponsible, and permits contract officers to void contracts; repeated violations (more than twice) result in automatic contract termination and three-year debarment.
