Lowers the minimum age for obtaining a learner's permit from 15 years and 180 days to 15 years and 90 days, provided the applicant is enrolled in an approved driver education course

Beginning July 1, 2011, allows individuals to receive an operator's license at 16 years and 90 days of age (reduced from 16 years and 180 days) if they complete an approved driver education course and meet other requirements

Requires all young drivers to hold a valid learner's permit for at least 180 days and complete at least 50 hours of supervised driving practice, including 10 hours of nighttime driving

Maintains alternative pathway for obtaining a license at 16 years and 270 days without completing driver education, but still requires the learner's permit holding period and supervised practice hours

Takes effect upon passage, with the new age requirements for operator's licenses applying starting July 1, 2011
