SB 109 Summary

• Establishes vote centers as an option for all Indiana counties, allowing voters to vote at any vote center in their county regardless of home precinct.

• Requires county election boards to adopt a unanimous order and detailed plan for vote center administration, hold public hearings, and file both documents with the election division.

• Automatically redesignates counties previously designated as vote center pilot counties (under expired law) as vote center counties effective January 1, 2011.

• Sets minimum vote center requirements for counties with 25,000 or more active voters: at least one vote center per 10,000 active voters, plus one additional center for any remaining fraction.

• Requires electronic poll lists at vote centers that capture voter signatures, prevent duplicate voting, and restrict access to voter information to certified voter lists only; mandates two non-partisan precinct election officers to jointly record that a voter has voted.
