Senate Bill 113 Summary

• Establishes a three-year moratorium on approvals for new confined feeding operations from July 1, 2011, through June 30, 2014.

• Prohibits approvals for expansions of existing confined feeding operations that increase animal capacity or manure containment capacity during the moratorium period.

• Applies the moratorium to all applications, including those submitted to the department before July 1, 2011.

• Amends IC 13-18-10-1 to add subsection (b) restricting Department of Environmental Management authority to issue approvals during the three-year period.

• Becomes effective July 1, 2011.
