Authorizes state agencies to set aside contracts for supplies, services, and public works projects exclusively for service disabled veteran owned (SDVO) small businesses that are owned by Indiana residents and verified by the U.S. Department of Veterans Affairs

Requires state agencies to set a goal of at least 3% of total annual purchasing expenditures to go to SDVO small businesses, with exceptions allowed for timeliness, budget constraints, or financial prudence determinations

SDVO small businesses receiving set-aside contracts are ineligible for the standard 15% Indiana small business price preference on those specific purchases

Indiana Economic Development Corporation may assist by compiling SDVO business lists, helping businesses navigate bidding procedures, identifying set-aside opportunities, and simplifying contract terms

Department of Administration must submit annual reports beginning in 2012 to the governor and legislative council listing agencies that failed to meet the 3% goal, explaining why, and describing corrective actions
