Expands the Public Employees' Retirement Fund (PERF) board of trustees from six to seven members

Adds a new governor-appointed position for an active or retired police officer or firefighter who is a member of the 1925 police pension fund, 1937 firefighters' pension fund, 1953 police pension fund, or 1977 police officers' and firefighters' pension and disability fund

Requires the governor to appoint the new police/firefighter trustee by July 1, 2011, with an initial term ending June 30, 2015

Maintains existing requirements that no more than three trustees may be from the same political party and one must have at least ten years of creditable service

Declares an emergency for immediate passage, with substantive changes effective July 1, 2011
