SB 182 Summary

• Establishes a 10-year cyclical evaluation and termination process for all Indiana state agencies and programs, with agencies automatically terminating unless the legislature enacts legislation to continue them.

• Creates evaluation committees of 16 legislative members (8 from each chamber) to oversee assessments using federal Office of Management and Budget cost-benefit analysis standards and other evaluation tools.

• Requires Indiana University, Purdue University, Ball State University, Indiana State University, and University of Southern Indiana to develop internship programs where students conduct agency evaluations under direction of the legislative services agency while earning college credit.

• Schedules specific agencies and programs for evaluation and potential termination in phases from 2011-2021, including the Department of Education (2011-2013), Health and Human Services (2012-2015), Transportation (2014-2016), Public Safety (2015-2018), and others.

• Allows the governor to delay any agency termination by one year and requires agencies under evaluation to provide detailed information on operations, budgets, performance, and duplicative functions to evaluating entities.
