Expands the definition of "educational institution" to include governmental entities and nonprofit organizations providing Head Start or Early Head Start program services under federal law.

Prohibits unemployment benefits for employees of Head Start and Early Head Start programs during breaks between successive academic years or terms if they have reasonable assurance of employment in the following period.

Applies the same unemployment benefit restrictions to Head Start and Early Head Start employees as existing law applies to other educational institution employees in instructional, research, or administrative positions.

Becomes effective July 1, 2011.
