SB 197 - Alcoholic Beverage Matters

• Creates supplemental dealer's permits (available only to existing beer, wine, or liquor dealers) allowing Sunday carryout sales of alcoholic beverages, with annual fees of $500-$1,000 depending on beverage types sold.

• Creates cold beer dealer's permits (available only to beer dealers) allowing sale of cold beer for off-premises consumption, with an annual fee of $500.

• Allows holders of package liquor store, farm winery, and microbrewery permits (under 20,000 barrels annually) to sell carryout alcoholic beverages on Sunday without a supplemental dealer's permit.

• Permits minors to be present in package liquor stores when accompanied by a parent or guardian age 21 or older.

• Eliminates residency requirements for alcoholic beverage dealers and repeals restrictions on commodities that package liquor stores may sell.
