Allows up to two non-resident governing board members on county hospital boards if they are Indiana residents and submitted by the hospital board to the appointing authority.

Increases the threshold for disposing of personal property without advertising from $15,000 to $30,000.

Modifies candidate submission requirements for board vacancies to include at least one but not more than three candidates and a list of qualifications for the appointing authority to consider.

Changes IC 16-22-2-8 to require at least five of seven governing board members to be county voters, while allowing up to two non-resident Indiana residents on the board.

Directs the health finance commission to study and make recommendations on hospital vendor credentialing by November 1, 2011.
