Library boards may reimburse job candidates for interview expenses and new employees for reasonable moving expenses, with the board establishing reasonable reimbursement levels.

Library boards may provide severance pay to involuntarily separated employees.

Library boards may provide severance pay to voluntarily separated employees if the board publicly finds the library faces financial difficulties and revenue shortfall, and certifies it will reduce expenditures through severance payment and either not rehiring for the position for one year or hiring replacement staff at lower compensation.

Library boards may appropriate funds for public library and employee memberships in local, state, and national civic, educational, professional, or governmental associations focused on improving library operations.

All amendments become effective July 1, 2011.
