Amends public intoxication statute to exclude passengers in motor vehicles traveling on highways from being charged with public intoxication.

Applies the highway exclusion to vehicles stopped for traffic violations.

Exempts taxicabs from the statute prohibiting intoxication on vehicles used for public transportation.

Offenses remain Class B misdemeanors for public intoxication and intoxication on public transportation (excluding taxicabs).

Effective July 1, 2011.
