Establishes an 8-member Joint Committee on Appointment of Major Agency Heads consisting of 4 House members and 4 Senate members, with no more than 2 members from the same political party in each chamber's delegation

Defines "major agency appointments" as gubernatorial appointments to: Indiana Utility Regulatory Commission, Commissioner of INDOT, Secretary of Family and Social Services, Director of Child Services, Commissioner of Environmental Management, and Commissioner of Labor

Requires the committee to convene within 10 business days of receiving notice of the governor's intent to make a major agency appointment to review the appointee's fitness and competence

Delays all major agency appointments from taking effect until 45 days after the governor notifies the committee chair, giving the legislature time to evaluate the nominee

Repeals the existing Utility Regulatory Commission nominating committee, removing the prior nomination process for IURC members
