Authorizes the Medical Licensing Board to assess civil penalties up to $1,000 against physicians for the specified administrative violations

Creates the Physician Compliance Fund to receive penalty collections and fund the board's investigation and enforcement of these administrative violations, with funds not reverting to the general fund at fiscal year end

Prohibits reporting of administrative penalties for these specific violations to the National Practitioner Data Bank, while requiring public hearings for all disciplinary actions and administrative penalties

Allows physicians found in violation to appeal board determinations through the Administrative Orders and Procedures Act (IC 4-21.5)
