Authorizes regional water, sewage, or solid waste district boards to adopt ordinances allowing electronic funds transfer for paying claims owed by the district and receiving payments owed to the district

Restructures district authority membership requirements for regional sewage districts: must have an odd number of members, at least three members, and no member may simultaneously serve as a trustee of the district

Requires districts with non-compliant authority membership to file petitions with the Department of Environmental Management by September 1, 2011, proposing new compliant membership, with department approval or disapproval due by December 31, 2011

Establishes that when reviewing rate increase objections, the district authority must determine whether the board followed required statutory procedures and whether rates are just and equitable, with any ruling other than full sustaining of the ordinance or petition required to comply with statutory rate standards

Clarifies that liens against property served by the district for unpaid rates, fees, or charges are established, enforced, and foreclosed in the same manner as municipal sewage works under IC 36-9-23-31 through IC 36-9-23-34
