Senate Enrolled Act 248 Summary

• Expands the definition of "commanding officer" to include commanders of brigades, posts, installations, and joint forces headquarters in addition to existing military unit types.

• Removes local armory board presidents from the state armory board membership and retains only the governor, adjutant general, and five gubernatorially-appointed members (with at least three being military officers).

• Allows the state armory board to receive donations of real or personal property (not just land) and to reconvey donated property to the donor or another entity if deemed no longer usable.

• Modifies requirements for selling state armory property to require only that it can no longer be used for its original purpose and provides substantial public or military benefit, simplifying the approval process.

• Establishes the Indiana Air National Guard First Sergeant Ribbon for members who have served at least three years as a first sergeant and completed required military academy training.
