Amends IC 6-1.1-17-20 to require public library district budgets (excluding Marion County) to be approved by the appropriate municipal or county fiscal body.

Removes the previous conditional requirement that fiscal body approval was only needed if the library's proposed budget increase exceeded the assessed value growth quotient minus one.

Library districts must now submit budgets and property tax levies to the city or town fiscal body if their assessed valuation is entirely within a city/town, or to the county fiscal body otherwise.

Fiscal bodies may review, reduce, or modify proposed budgets and tax levies but cannot increase them.

Effective July 1, 2011.
