Prohibits termination of normal patient care or other operations at Logansport State Hospital after April 2, 2011 without specific authorization by the general assembly.

Requires the division of mental health and addiction to fill any employment vacancies at Logansport State Hospital to maintain staffing levels at the April 2, 2011 baseline.

Prevents removal, transfer, or discharge of patients at Logansport State Hospital unless in the patient's best interest and approved by the patient/guardian, gatekeeper, and attending physician.

Applies retroactively effective April 1, 2011, and declares an emergency for the act.
