Lowers mandatory school enrollment age from seven years old to six years old, requiring students to begin school in the fall term of the year they turn six.

Establishes progressive age cutoff dates for kindergarten enrollment: August 1 (2011-2012 school year), September 1 (2012-2013), October 1 (2013-2014), and November 1 (2014-2015 and beyond).

Allows parents to appeal to the superintendent for early kindergarten enrollment if their child does not meet the minimum age requirement.

Removes requirement for superintendents to assess and determine whether non-kindergarten students should enroll in kindergarten or grade 1.

Removes requirement for the Department of Education to establish model assessments for grade placement determinations.
