Allows the board to approve third-party entities to administer dental hygiene and dentistry examinations rather than requiring the board to conduct examinations directly.

Limits dental hygiene applicants to three (3) attempts at the examination, and establishes competency standards for reinstatement of inactive licenses.

Requires at least half of continuing education credit hours for both dental hygienists (14 hours minimum) and dentists (20 hours minimum) be earned through live presentations or workshops.

Establishes a dental compliance fund to finance investigations and enforcement actions against violations by licensed dentists and hygienists, funded by fines and penalties.

Creates new permit types including limited dental residency permits for students in accredited programs and limited dental faculty permits for dental school employees, and increases allowable instructor's license ratio from 5% to 10% of full-time dental school faculty.
