Establishes ethics requirements for officers, employees, and special appointees of political subdivisions, authorizing local governments to adopt ethics ordinances that create local ethics commissions with enforcement powers

Requires annual statements of economic interests from local officers, candidates for local office, school board members, appointing authorities, and employees with final purchasing authority, to be filed by February 1 each year

Mandates lobbyist registration within 15 working days for persons receiving or spending $500 or more to seek, obtain, or maintain business relationships worth at least $100,000 with political subdivisions

Requires lobbyists to file semi-annual activity reports detailing compensation, expenditures, gifts over $50 in one day or $250 annually to specific officials, and entertainment expenses

Failure to file required statements of economic interests or lobbyist registration and activity reports constitutes a Class A infraction; ethics commissions may impose civil penalties up to three times the value of any benefit received from violations
