Requires the Indiana Department of Environmental Management to establish an online training program for underground storage tank operators that complies with the federal Energy Policy Act of 2005

Authorizes the department to use the excess liability trust fund to pay for expenses related to the operator training program

Increases the maximum annual expenditure cap from the underground petroleum storage tank excess liability trust fund from 10% to 11% of prior year fund income to accommodate the new training program costs

Declares an emergency, making the funding provisions effective immediately upon passage, with the training program requirements effective July 1, 2011
