Requires bicyclists under 18 years of age to wear protective headgear meeting U.S. Consumer Product Safety Commission standards when operating or riding a bicycle

Mandates drivers overtaking a bicycle must allow at least 3 feet of clearance between their vehicle and the bicycle

Requires drivers to not return to their original lane until safely clear of the overtaken bicycle

Permits vehicles to pass bicycles in no-passing zones when safe to do so, provided the 3-foot clearance and other overtaking rules are followed

Violation of the helmet requirement or vehicle clearance rules constitutes a Class C infraction, effective July 1, 2011
